Is it possible to visit New York City with a transit visa?

I will be on transit fo 21 hours in New York before catching a flight to San Paulo. My journey will start in Fiji then to LA (3 hours), connecting to New York (21 hours) then to Sao Paulo Guarulh and Maceio (my final destination)
